The following sections are provided to help answer questions you may have. Aside from the above sections, the Department of Planning and Engineering and Division of Construction Inspection has developed special sections called "Ask The Inspector" and FAQ. Here you will be able to ask the inspectors (building, electrical, fire and plumbing) questions and receive responses via email, fax or phone. Whether you are a resident or contractor this form will allow you to contact the department directly without worrying about calling, being placed on hold and waiting for the right answer. In addition, if your question is common to others using the site, it will be placed on our Frequently Asked Questions page with the response (FAQ coming soon).

Overview

What does the Division of Construction Inspection do?
The purpose of the Construction Inspection Division is to administer and enforce State Regulations relating to the construction, alteration, renovation, rehabilitation, maintenance, occupancy and use of buildings and structures.

What is the Building Code?
The administrative code that is used throughout New Jersey is known as the Uniform Construction Code (U.C.C.). The U.C.C. adopts other National Code Books as the technical text for each discipline. Those books are :

• Internation Residential Code 2006 New Jersey Edition
• National Standard Plumbing Code 2006
• National Electric Code 2005
• Internation Mechanical Code 2006
• International Fuel Gas Code 2006
• Cabo Model Energy Code 1995
• Ashrae 90.1 Code 2004 Commerical
• Ashrae 90.1 Code 2006/ Residential

Addresses for these code books may be obtained from the Construction Inspection Division. You may also purchase copies at the local community college or visit your local library.

The Construction Inspection staff consists of:
The Construction Official is Edward J. Grobelny, who is responsible for the administration of the department.
The Subcode Officials, who are responsible for technical review and inspections are:
Building- Steven R. Curtis
Electric- Richard A. Vigliotti
Plumbing- Thomas F. Walsh
Fire- Edward Grobelny

Before you start your project, you will need to:

• Get a "Construction Permit Application." This would include an application jacket and one or more "Technical Sections" which can be picked up at the Division of Construction Inspection office.
• Submit your completed applications and any plans to the Construction Inspection Division for review.
• When we complete the plan review process, if the application is incomplete we will notify the applicant.
• When we complete the approval process, you will also be notified that your permits are ready.
  You may start work when you have paid for and received your construction permit.

How to Get Assistance or Schedule Inspections:

• Schedule a minimum of one (1) day in advance. We will try to accommodate a.m. or p.m. inspection requests, however because of workload, we cannot always honor these requests.
• To speak to the Construction Official or any of the Subcode Officials on a particular matter or if you have a general question, the best hours are 8:30 to 9:30 a.m. or 4:00 to 5:00 p.m.
• Some of the issues that the Building Inspector commonly encounters during the field inspection are:
  • The approved plans are not at the site of inspection.
  • The work is not installed according to the plans. If you decide to make changes from the plans, submit revised drawings for review and approval.
  • The work to be inspected is not ready.

Remember that N.J. State Law 13:45 A- 16.2 states:
"Final inspections are required before final payment is made to the contractor."
